The verb sets the level. Every annual goal has a verb, and the verb decides the cognitive level the goal asks for. Chosen by habit, it drifts to the bottom of the taxonomy and stays there. This bank ties the verb to the strand: building verbs for while the strand is being acquired (Remember · Understand · Apply), reaching verbs for once it is becoming automatic (Analyze · Evaluate · Create), and the TEKS verb from the strand's own standard so the goal and the standard can be compared in one glance.
